Over the top is the default, yes. Unless there are small children or cats or other creatures in the house who/which may tend to paw at the roll and unload it. In this case, from the back is acceptable.

Hell, the roll just goes on which ever way it is in my house. Sometimes it’s over, sometimes it’s under. Doesn’t matter to me, and since I live alone, it doesn’t matter to anyone else, either.
