Well Catwoman isn’t a heartless villain, she’s a cat. Cat’s have big hearts, they just appear fickle at times. They are intensely loyal and loving to who they owe allegiance, but have no allegiance to anyone outside of that. There is a feline sexuality that Michelle Pfeiffer could pull off that I am not certain Charlize Theron could.
I’d love to see Rachel Weisz do it but I haven’t ever seen her in a really dark role.
As for X-Men villains one of my favorite groups which was a spin-off of the Hellfire Club was ‘The Reavers’. One of my favorite storylines from the 90s was when the Reavers were chasing the remnants of the X-Men around the Australian Outback.
One person my brother and I thought of is Annabella Sciorra. She’s got a nice low purring voice and can definitely be evil and insane.

I still have to insist that casting for sex appeal above all other considerations is not the “Nolan way.” I think he’ll cast someone who’s more likely to be able to pull off psycho, or frightening, or whatever. Just casting the latest hottie who can model a catsuit would be very disappointing and wouldn’t fit well alongside his first two Batman movies. It should be Helen Mirren or Kathy Bates or maybe Meryl Streep, playing a bitter nasty old woman who smells like cat pee and hates the world.
I thought she only played bitter nasty old women who wear mink coats and hate the world? I don’t know if she could stretch to “cat pee”.
Parker Posey can play ruthless crazy and still has a cuteness about her.

The obvious choice would be Jocelyn Wildenstein. If they want a scary villian they can save all kinds of money on makeup.
I think any of the Star-Trek ladies who wore paint-on uniforms would work. Annika Hansen doesn’t even need a new wardrobe, just a tail (a longer one before anyone thinks of replying).
While I see your point, and agree with the sentiment (Kim Kardashian? Jessica Alba? Didn’t Katie Holmes teach us that pretty…pretty vacant doesn’t work in these movies, people?) … I don’t think any of them get at the essential nature of Catwoman. And that’s one thing Nolan’s movies do very well: translate the essence of these characters into a real world.
We need someone who can play a smart variation on Ashley Dupre, someone you believe could work as a prostitute. That’s not just sexy, that’s also smart. But damaged. (This is one reason I think Jolie, though cliched, fits the concept of the role: sexy and broken on the inside is her specialty.)
I like the Rosario Dawson suggestion, and Isla Fisher, and Rachel Weisz, and Gretchen Mol. Another possibility: Cate Blanchett. Or if she’s learned to act, Julia Stiles.

To the OP: Eva Green, as stated before. She’s even got that mysterious cat eyes thing going on. I don’t know about her acting chops, I’ve only seen her in Casino Royale and Kingdom of Heaven, she seemed to do ok.
What is the essence of the character in the continuity Nolan is drawing on for his movies? Is she a rich socialite who steals for kicks, a frustrated dominatrix looking for the ultimate challenge, a psychotic ex-volunteer at the Humane Society?
Tell me that, and then we can start to figure out who can play the role.
