Generally, I think a game is balanced with town has mislynches equal to how many kills scum needs to make to win the game. If scum needs two kills to win, town should have two mislynches available so that they can leverage their number advantage. The way this was balanced, town lost at any point if they mislynched, right? Giving them at least one mislynch before LyLo would go a long way towards helping, I think.

I agree with Zeriel (at least in the case where there is a cop).
For a small game with a cop, the cop is extremely powerful since there are so few players. (i.e., investigating one out of 23 is far more diluted than investigating one out of 7).
For a small game with NO cop, I’d say scum equal to number of mislynches is about right.
