Eh, I’ll give him that one. The implementation was a major cock-up. You’d think it would behoove the powers-that-be to stay somewhat on top of their major policy achievement.
The federal government has a long history of screwing up big IT projects independent of which party is in power. The ACA website is relatively successful in that it did get fixed soon enough to let them beat the signup goal. Lots got abandoned at gigantic costs.
As for ACA in general a report just released for California (our website worked) shows that over half the uninsured now have insurance and 1/3 of the remaining uninsured are undocumented and not eligible.
I suspect he’s complaining because he doesn’t want to admit it worked. I wonder if he is still complaining about Apple Maps also.
It still doesn’t work. But that’s not the point. The government screwed up because the guy at the top wasn’t engaged. Sure, he does fine once he is engaged. The website got fixed well enough. Which should tell him that maybe he should be getting involved when problems start, not when they get so bad that whistleblowers start contacting the media because the lines of communication within the administrative branch aren’t working.

Yes it does. Millions are using it to get insurance. There may still be capabilities it lacks, but that is different than it “doesn’t work”.

The fact that they cannot come to an agreement in a very short time says nothing about obstruction. Immigration is a very contentious issue and it will take time to make a deal. They didn’t have the time, so it didn’t get done.
