You really need to think this one over. “Skulking”? How in the name of bleeding Jeebus do you determine someone is “skulking”? What evidence is to be depended upon? Inappropriate dress and demeanor? An inexplicable level of skin pigmentation? What?
If you catch them skulking, there’s a good chance you could get them on aggravated mopery too.
He could prove spoiler to the general election, either by breaking his promise outright and running as a third party candidate (that’s not likely), or by continuing to use incendiary, distortionist attacks on Hillary and her campaign, driving a hard wedge and widening the gap (whether perceived or real) between his supporters and her campaign, and turning a blind eye to the extremist and coalition-destructive behavior of his followers, to the effect that not enough of them vote for her in the general election, and Trump wins.

I am not convinced that skulking is a typical precursor to most murders (since idioher specifically mentioned murder).
Third link is pretty solid too. There were cameras on the bus that recorded the supposed racial violence. Turns out the accusers were the only ones violent. They are being prosecuted for assault among other things.
