Popes are far from absolute monarchs. There are more checks and balances at the Vatican than you appear to know.
If Popes had absolute power, with no limitations, John Paul II would have introduced Mariolatry outright, instead of making some careful nudges in that direction (Mary as “co-redemptrix.”) He wasn’t able to do all he wanted, and he was far more powerful (i.e., had more of the Cardinals on his side) than Francis.
