It should be noted that some people question whether the plaintiff has standing in this case.
I don’t see where he’s saying anything about the quality of black scientists. On the other hand, he is incredibly dense to conclude that the reason you don’t see many black scientists from prestigious southern schools is because they voluntarily chose not to go there. It’s kind of like saying you didn’t see a lot of black major league baseball players in the 40’s because they preferred the slower-paced Negro Leagues.

He does seems to be saying that they are too slow to complete a course of study anywhere but at the “lesser schools”. Now, maybe he thinks they catch up just fine after a time, but I’m not seeing that in the section quoted.
Scalia probably thinks that most black scientists are engaged in hair-straightener research.

This is kind of like the echo-chamber mentality that we saw in 2012, where Republicans were convinced that the polls were skewed. Someday, somebody on the Trump campaign is going to actually count the number of legal, registered Hispanics, and they’re going to puke.

From what I understand, legal immigrants do not automatically gain the right to vote merely by immigrating legally. In order to be able to vote, you must be a legal citizen, and I believe there are a fair number of legal immigrants who have not yet attained citizenship. I could be wrong about this.
Over 12 million Latinos voted in 2012. So there are lots of Latino citizens in the United States, who register and vote.

Of course one must be a citizen to vote.
However–and this may shock you–there are a fair number of Latinos who were born here. Down here we have some whose ancestors crossed That River before most of mine crossed That Ocean. But, because of their appearance, some of the more retrograde xenophobes assume they’re wetbacks. (Or rapists, drug dealers, whatever The Donald is pushing now.)

That’s entirely possible. At the very least, I would assume they have to register like natural citizens. But that seems to be immaterial here. His assertion is that he won’t get the Latino vote because, going back to his earlier speech, Latinos are here illegally, and can’t vote, anyway, so what they think doesn’t matter.
He didn’t qualify it by saying some Latinos, a number of Latinos, or any other descriptor. He said “they.” The only way to take that is that he thinks that ALL Latinos are in this country illegally. And, since the Latinos don’t vote because they’re all illegals, who gives a shit what they think or want?
The actual phrasing is that the ones who don’t like him are in the country illegally.
So, Trump’s expecting to get 100% of the Hispanic vote, too, because the ones who are able to vote like him.
