That’s easy – if they’re Muslims, they won’t pet the dog.
Everybody coming through customs would be required to eat a piece of bacon. Effective screening, and tourism would skyrocket.

I can see an interpretation that’s not technically racist, just cold: that Muslims are, in modern times, so politically and socially controversial that there are a lot of people who won’t care what they think or want. But then, the reason for that IS racist, and I can’t help but read the quote as spoken in a gleeful tone.

I’m guessing (and this is just WAG on my part) that Scalia believes that the Mismatch effect is real and the analysis behind it is solid. The Governor of Georgia has issued an executive order forbidding all state agencies from working with Syrian immigrants. When the state agency refused to issue food stamps to the newly arrived immigrants, the federal government told the Governor that he is in violation of federal law. The Governor has told the federal government to take the state to court.
