This is weak sauce. He’s clearly tweeting about both the Paris knifer shooting and the Cologne sexual assaults, to make some kind of idiotic “Europe is a mess. Because Moslems!” non-point.
The Maine constitution just says “for misdemeanor in office.” The two legislative chambers both have “sole power” to deal with their portion of the process, so that probably means there’s no outside review possible (so it doesn’t matter what he actually did so long as the relevant number of people want to impeach him for it). But what he might be impeached for is quite possibly a real crime. Unlike his racist comments, although it’s probably not smart to make toxic statements right before he’ll need people to vote to keep him out of hot water.
I was whooshed by this, because it sounds much more plausible than a state governor saying something like this in 2016. A state legislator, sure. Maybe even a U.S. congressman. But a state’s governor? Jesus.
Something just occurred to me for no real good reason, but if you take a line of text and color it blue according to your SDMB color palette, does it look close enough to “link blue” to be taken for it? For me, my monitor, whatever, they look very dissimilar.

You don’t have to, according to the CNN article. I actually don’t think that’s a stupid or even a bad idea. Unenforceable, probably, but it will require legislators to disclose conflicts of interest or face prosecution or censure when the truth inevitably outs.
I’ve just thought of one reason it could be a bad idea. A lobbyist fucks a legislator, then later looks to see if it’s been disclosed (this is assuming that legislators disclosure forms are eventually made public), and has some nice blackmail material if it wasn’t.
