Apparently, they have the power to stop rain from falling.

In a way, it’s the opposite. If there were less logging in the mountains, the forests there would retain more water, and the streams would be running later into the year.

Environmental protection would (slightly) lessen the effects of the drought.

Well, if you read them in that incorrect fashion, then wouldn’t The Horse and His Boy be the propreantepenultimate book?
