It has nothing to do with suppressing rule 34, it is just intended to be a sort of one-off user fee. Sadly, they do not seem to understand that there are ways of removing software without having to tell anyone (like the state) that one is doing it.

In a gesture of good faith, the Charlotte city council voted this week to repeal its transgender rights initiative, provided that, before the end of the year, the state legislature convenes in a special session to repeal HB2, an arrangement which had been agreed upon by the Democratic governor-elect and the Republican state Senate leaders.
The results of that session were as follows; the Republicans file a bill which prohibited any municipality from recognizing trans rights for six months. Democrats refuse to vote for it. The Republicans then propose a bill which prohibits municipalities from recognizing trans rights for twice as long as the first bill. Democrats refuse to vote for it. They then finally propose a clean repeal, which fails due to lack of Republican support.
The end result; not only does Charlotte’s trans rights law remain in effect, but the state remains saddled with a blatantly unconstitutional law that the governor-elect’s office refuses to defend and will likely be struck down by the courts at great expense to the taxpayer.
Pretty much textbook stupid - and ironic, considering that those same Republicans have just elected a president who says he doesn’t care which bathroom trans people use.
It might be a little old, but I did not see a mention of it here: Texas is considering its own version of the North Caroline Transgender oprression bill with the Orwellian name of 'Women’ds Privacy Bill" (similar to how all the bills to stop abortion had names like “Women’s health initiative”. Its due for a vote in 2017.
Texas business leaders are telling them to drop it, but Tea partiers gonna drink them some TEA!
