Yes, it was a strange joke, and not a particularly funny joke, and if it had been made by a prominent liberal I suspect many prominent conservatives would be exploding with outrage about the tastelessness and cluelessness of making such a joke at such a time. But I think it was intended as a joke.

I am guessing that it is the only VP not attending the funeral of a President… is the President in the casket who was a VP. Except you would have to add the qualifier of “living” to VP and well that sorta kills the joke.
