Sugar puffs/donuts

At this chinese restaurant, there are these pastry puff things. They call them sugar puffs, but I’m not sure what they’re really called… They’re light, airy, and (presumably fried) dough, sweetened. Yum. How do I make these?

Also, is there any way to make donuts w/o a cool donut shaping thing? and if so, what’s a recipe, and are they also fried?

You can make something similar by getting the Pillsbury-type biscuit dough (the kind in the can that pops when you open it) and deep frying it, then coating in sugar.
