Incidentally, brevity is not a virtue when asking for advice about a situation in which a crime may have been committed. On a MB where people divulge in excruciating detail the mundane aspects of their lives to the point of TMI I’m a little surprised and disappointed it took 15 replies for that question to be asked.

He was standing at an open 2nd story window. It isn’t a bay window, but these are Victorian era houses, so it is a large window. I had a clear view of his body from about knee height to mid chest. His penis was practically out the window. That was what I saw first. I thought, “my, that looks like a …”

As I said, this is an old neighborhood. The houses are about 4 feet apart and are built almost at the sidewalk. There aren’t many kids living in the neighborhood, but a single mother and a 10 year old son live in the 1st floor apartment.

What about a video? Do those little camcorders or cell phone vids work after dark? He would be hard pressed to deny his actions. I’m fairly certain that masturbating in front of an open window is illegal in most jurisdictions and I believe that two times in a “few months” is just a little more than coincidental.

I’m wondering if this whole incident would be treated any differently if it had been a woman masturbating instead of a man.

The OP said “last night” and the other incident was also at night.

Was it after dark? Were the lights on in this guys place? If so, then as someone else mentioned upthread, inside windows become mirrors, and some people really are incredibly stupid. Also, if it was after dark and his lights were on, there’s no way he could have seen it was the OP who saw him, or whether anyone was actually looking.

We need more info to know if this guy is a flasher or just too damn careless about where he pulls his pud.

What makes this touchy is that the guy could make a counter claim that the OP is a “peeping Tom”. Of course she isn’t, but if he is a good liar, it might not be the best thing to do “bring the full force of the law”.

The OP didn’t specify the GF was home. You want to avoid going the police route? Tell the GF. Might accomplish nothing, might put the guy’s ass in a bigger sling.

I would wait and see if it happens again. If he was just feeling naughty, chances are good that the visit from the cops scared the kink right out of him. Try to snap a pic with your camera phone if it happens again, then he can’t deny it.

Since this is IMHO, I’ll offer mine.
I understand this to be the 2d time this has happened. The 1st time you did nothing, the 2d time you called neighborhood watch and cops. I could imagine waiting to see if this happens again and, if it does, pressing charges at that time.
Essentially it comes down to how big of a deal you personally consider it, and how much effort you wish to go through to stop it. Personally, I could imagine just making myself get in the habit of averting my eyes from his windows. And perhaps carrying an umbrella!

I don’t think we can rule out the possibility that the guy was just really hungry and was masturbating at the sight of groceries.

It would have to happen a LOT more to me - specifically to me, indicated by waving to me or calling my name or banging on the window to get my attention, or to groups of kids playing within a few feet from that house, able to clearly and repeatedly see up to a 2nd story window - to make me call anyone about this.

I thought this was going to be about his flashing the OP when he was outside. Like in the yard. But he was inside his house? I’d chalk him up to being a real weirdo and then I’d move on. And then I’d probably ask him about it when other people were around so he’d feel like an idiot. If it kept happening after that, then I’d call the police, only so they could talk to him. Not to press charges or file any kind of official complaint. Not unless he was doing it ALL the time, or specifically when the school bus was letting out.

Honestly, I would probably ignore it if that was all he did…but my limit for exhibition is a bit higher than most people. I would make fun of him with my SO, but that’s about it, and I don’t live alone, so don’t feel that unsafe or anything.
I’d at least wait for one more time.
