I’m sure that you meant to say “unqualified and undeserving.” As @Alessan explained, a recipient must be an Israeli citizen or a long-term resident. Trump is neither; therefore, he is plainly unqualified for this award.
Yes. Any Israeli citizen can file a petition against any action or inaction of the Israeli government. They have to have standing to sue for damages, but anyone can demand that the government do something or stop doing something, and the court may consider the matter. If it rules that the government is operating in violation of the law or of the nation’s principles, it can issue orders such as injunctions, mandamus and Habeas Corpus, as well as through declaratory judgments (see here). The Israeli Supreme Court is a VERY activist court, making it Bibi’s public enemy no. 1.
You could add any number of qualifiers to my statement, as I’m certain that, in addition to being unqualified and undeserving, Trump is also unworthy, incapable, incoherent, unbefitting, unintelligible, unbecoming, incomprehensible, and possessing of an undesirable aroma.
And yet Trump will depend on the Constitution to cover his sorry ass and pay him when/if he leaves the office, and our allowing him to do this will cement the disdain other countries have for us.

Being a cancer patient myself, I do have a port. For some procedures, though, such as when I get a CT, they still use a vein in the crook of my arm—not every medical professional is trained in how to use the port.
Getting one installed is a hospital procedure, and maybe that was ruled out for Donald for PR reasons. Or maybe there’s some other issue with threading a port-line through his jugular.
And then there’s this quite hypocritical accufession.
Part of my growing up years was spent in the Washington, DC area. I loved visiting the Smithsonian and other important buildings. When I saw those buildings, I saw the best of America. Evidently all Cruella de Vile sees is puppies.
“Raised strong objections…” can’t we come up with more potent language than these wimpy statements? This is right up there with being “very concerned.”
Do they really think Trump gives a crap about their objections? Even their strong objections?
I find it plausible that the Orange Peril doesn’t even know, much less care about CdV’s (thanks, @Monty!) intentions. I get the impression that this malAdministration is less a government than a bunch of independent fiefdoms, each going on its merry destructive way with little more than a general guideline to — as Tolkein put it in The Scouring of the Shire — “hack, burn and ruin.”
