I don’t think Agnes was 100% faking, although she’s definitely not just an innocent bystander in this. I think her sitting at the stop sign, and the non-animated townsfolk, are two separate phenomena (both, of course, stemming from the Hex). The non-animated townsfolk are like that because they’re background characters. Agnes is a central character, so she’s fully animated when she’s part of the narrative, and retains some autonomy when she’s not onscreen. She’s stuck at the stop sign because, like Vision, she’s trying to escape Westview, but something is preventing her from crossing that final street.
That seems plausible.
I’m now agnostic between your reading and my initial reading of that scene.

If I’m right about Agnes trying to leave, and something preventing her, it raises the question of why it didn’t apply to Vision. Easy answer is Vision’s super powers make him resistant, or Wanda didn’t think she needed to put that restriction on him. But another possibility is that something other than Wanda is keeping Agnes in Westview.

Wanda’s life has been shaped by three tragic loses: Vision’s death, Pietro’s death, and her parents’ death. WandaVision opens with her having reversed Vision’s death. About halfway through, she reverses Pietros. By the end of the series, is she also going to reverse her parents’ death? And as we all know, Wanda Maximoff’s father is none other than…
Of course, The Whizzer has already been introduced, and then killed off, in S3 of Jessica Jones.

Note that last week when Vision “woke up” Norm Norm didn’t call out Wanda he just said “she.” But here Agnes did call out Wanda. Meaningful? Probably not!
We found out that the Director can see inside of the Hex. He’s somehow been able to set up surveillance.
Could ‘Pietro’ be a super-powered agent of SWORD. Infiltrates, convinces her he’s her brother, speeds around town setting up the surveillance system? Tries to acquire intel directly?
Yeah, that seems possible. Pietro was certainly asking a lot of questions of Wanda near the end there.
Pretty sure the director could see where Vision was and the area around Vision, that to me implied they had some sort of tracking device on Visions corpse, not something Pietro related.
I believe Darcy said they were tracking Vibrainium decay. Vision is probably the only source of vibrainium decay.

Pietro. Who the **** knows. But he sure seems to be a baddy of sorts, unless he’s just a part of Wandas personality. Why does he have another face? Just plain ol universe boundries breaking down i guess.
Who is Monicas friend? I don’t think it will be a huge reveal. Maybe just introducing Blue Marvel to the MCU.
The kids. Well this episode blew my theory of them being Nightmare and Mephisto out of the water. They are real. And they are on the up and up.
Agnes. I think she was lying to Vision. I think she was in that car waiting on him. I think she is…
in league with Nightmare and Mephisto who plan to use the children as vessels. Nightmare will be played by a serious heavy-hitter. One of the few big-wigs who haven’t been in the MCU yet.
Who’s the blonde woman? The guy who was Frankenstein? I think those two and Agnes are all witches. Part of 'The Witches Three".
So that leaves the question: IS Wanda completely aware of whats going on? Is this all part of her plan? Did she make a deal with the devil to get Vision back and the Mind Stone reformed?
edit: And will the series end with Magneto showing up to say, “I’ve come for my daughter” ala Avengers; Dissasembled?

But he was absolutely willing to let Vision die outside of Westview. Seemed pretty cavalier about losing his only link to the inside if that was his only link.
And decaying Vibranium tells you where Vision is, but how are they reading the other residents?
I just watched this latest episode. I have nothing to add to your theories, but man I love the show.
There are elements of horror in this series, which I did not expect. I dig the tone.
As i told my friend tonight, “I wish i could appreciate the Malcolm in the Middle humor, but I’m too busy being freaked out and looking for clues.”
The commercial was just horror in the guise of comedy. I wonder if this how the residence of the outskirts of Westview are feeling? I mean, how are they feeding themselves if they don’t seem to able to act without Wanda controlling them?
