Seriously-- I have no clue. I usually buy most of my clothes from thrift stores, but you can’t (I hope) buy second-hand underwear. Where can I go to buy cheap but not crappy (heh heh) underwear?

I happened to notice my local Safeway sells Hanes underwear. The price was kind of steep compared to Walmart and all they had were tighty whities.

My dad sends six-packs of socks to me every so often. I have no idea if he gets some great deal on white calf-length tube socks or what, but every once in a while I’ll be at my post office box and there another package will be.
Check the Sunday newspaper for sales ads.
You can save dough.
Or, borrow the ads on Monday, if you don’t buy a paper.
Seriously, getting a Sunday paper more than pays for itself with coupon savings alone.

To the OP, Wal-Mart & Target are fine. But be a bit brand-conscious. Hanes is pretty good. Fruit of the Loom is fine. Stay away from a similar looking products like “Cherokee,” or “Cambridge Classics.” They don’t hold up as well.
C’mon, spend a little more money. How much is a pack of undies? You probably spend more out on a single night out of eating & drinking.
Treat yourself and get a couple Calvins. But don’t wear 'em right away. Save 'em for those special evenings. You know what I’m talking about.
BTW, just so this thread doesnt die, I recommend Boxer Briefs. Support of a brief, comfort of a boxer… its like finding a second home.
Kinda feels like your wearing shorts under your pants at first… but you get used to it.

Oh, yeah. Those cotton knit boxer briefs are totally the way to go, unless you have large quads. Then you gotta stick with a high-quality pair with good stretchability.
