Well, sure. He invented it, being her Ex. 
My take was that Reid deliberately set off the bomb when the Pres was (nearly) out of range. I thought I heard the other bad guy telling him that the bomb only had a range of four feet or something, so he (Reid) needed to make sure the Pres was right next to the bomb before setting it off. Reid very clearly knew that Asad was right next to the bomb, and the Pres was way off to the side. I think Reid’s second thoughts about killing the President got the better of him, and he decided that he could achieve his objectives by setting off the bomb, killing Asad, and blaming Asad. He might have planned to have the Pres wounded (better than killing him, I suppose) and so the VP could still take over.
Hmm, I guess that would make more sense than him just being stupid. I think the range quoted was actually 10 feet. Probably about how far from the podium Palmer was standing. He had to set it off either way, because if he didn’t then the other dude would probably kill him too.

Well, I can’t say I feel sorry for her. In fact, I do the little “karma’s a bitch” chuckle every time Morris treats her like shit, since she was such an insufferable bitch to everyone for so long. How’s that medicine taste Chloe?

She was listed as a guest star in the opening crawl. IMDB doesn’t list her as having been on the show for some reason, but I’m 90% certain she was the sponsor.
Nancy Cartwright was definitely playing the sponsor that Chloe called.
Waiting for her to appear was the true suspense in that episode, not the bomb in the podium.
