As an FYI, Lou Gehrig is nicknamed The Iron Horse because of his durability when he played in the 1920s and 1930s. He set the record for consecutive games played with 2,130, a record that was considered unbreakable and stood for 56 years until Cal Ripken broke the record in 1995. And because Lou Gehrig’s streak ended because he had contracted ALS, commonly known as Lou Gehrig’s disease, and then he died only 2 years later because of it, his tragic story became well known in the mid-20th century.
Cal Ripken now holds the record for consecutive games played, 2,632. With 162 games in a baseball season, someone would have to play every single day for 16½ straight seasons to break it.
It doesn’t have to be frequently in Milwaukee to mean I Love Milwaukee, right? They can be living in California now and still express their love.

No; but it improves the chances that they do mean Milwaukee and not Mike.
I’m sure there are some people in California who recognize that code. I’m also sure there are a lot of people who don’t. Whereas I’d expect most people who live in Milwaukee, or frequently make extended visits there, to recognize it. Somebody just passing through? Maybe they know that code and maybe they don’t.
I assume that’s actually a 69, so this is moot but CA personalized plate rules state that "The number “69” is reserved only for 1969 year model vehicles that the license plates will be placed upon. "

It’s meant to be read as EV EQUS as in “electric Equus” as in “electric horse” as in “electric Mustang”.
But somebody else already had the EQUS version for their plate so your people settled for FQUS as looking about the same. I would have applied for E EQUUS as well if I was them.
