ETA: cochrane, if you are certain this has never, ever happened (jtur’s statement in the link), then you are correct. I’m leery of statements including never, which your claim includes.

Depends on the state. In Illinois, a car can be listed as stolen merely if the purchaser is in arrears on a payment due, and in a routine traffic stop, the driver arrested for at least possession of a stolen car, even if registered in the driver’s name, and car impounded.

Just because some knuckle head tried at some point to report a car stolen when a payment was missed doesn’t mean jtur88 is correct.
