It should be noted that New Hampshire has the largest House, with 400 Representatives, slightly more than half of whom are Rs. This compared with a state senate of 24. The secession resolution is framed as an amendment to the state constitution, which means they would need 33 Ds in the House and at least one D in the Senate (under the assumption that all the Rs would be onboard), which is quite the stretch. This looks like little more than impotent shoutiness.
