This is judge sounds really pissed, he included a long footnote about the plaintiffs trollish delaying tactics.

I also want to mention that New Hampshire is at the heart of the Free State movement , a libertarian led effort to create a “government-free zone and people moving to New Hampshire to pursue this goal on the local level has been a thing for forever.
There’s a book about it called A Libertarian Walks into a Bear by Matthew Hongoltz-Hetling. The book is the true story of a New Hampshire town where lack of things like zoning laws and general maintenance and garbage management caused a bear problem, and more broadly about the Libertarian Free-State movement in general.
I read that book recently. More depressing than funny.

I was horrified at the details presented therein; there is quite a concerted effort to stifle the plaintiffs speech and to denigrate them in multiple contexts.
