I don’t think it’s too terribly incoherent as far as SRIOTD go, although it is incorrect. If you assume that A) they are trying but failing to reduce fossil fuel use, and B) at the same time they cut way back on developing the extraction industry, then the comment makes sense. (A) is merely false but at least not laughably incorrect. (B) is a conspiracy theory since the fall in coal production is based at least part on price, not on regulations.
