And it’s a “footnote” with no prior referent in the text of the letter.
Oh, and “Florida manufactured” should be hyphenated.

Plus, it says these grenades are alert, with an asterisk next to it. So it could mean that only the grenades with the asterisk are inert. And there is no prior asterisk. So some unspecified grenades from Florida are inert, just not necessarily the ones that were sent

As I understand it, a dummy round is one that has no primer or explosive, and can be made of plastic or metal to replicate the shape of the object.
An insert round would have been a live, working round that has had it’s primer/detonator removed, but still contains explosive that could be set off by other means, like a fire.
I remember that from '08.
