What makes you think they give a flying whatever–or even know–what the constitution says?

There’s nothing stopping the Republicans from asking Trump how to vote, then voting that way. Nothing legally anyway.

That’s what I was thinking, so I went to the Constitution for reference.

Article 1 does say all legislative power is vested in Congress.

A1 Section 7 says
"All Bills for raising Revenue shall originate in the House of Representatives; "

Curiously, that is for raising revenue explicitly, not spending.

Section 8 gives Congress the power to tax, to pay debts, to provide for Defense and General Welfare of the US. Also regulate commerce, coin money, and borrow money.

Since the budget is legislation to allocate money to provide for defense and general welfare, or would seem it is explicitly an enumerated power of Congress.

But the President proposes a budget every year. Presumably, this is to provide input from agencies on their projected operating expenses. There is nothing that prevents Congress from taking the proposed budget as-is, rather than the typical massage of the various amounts to fit their own agendas.

But to bypass Congress performing an authorization step would require an Amendment.
