The thing is, if you “don’t believe in eugenics”, then you don’t really believe in evolution.
You absolutely could breed humans to increase or decrease any given genetically-linked trait. We do it all the time with animals, and evolution does it all the time, albeit randomly.
The problem with eugenics historically, as a philosophy, is that it was racists deciding which traits were desirable, and they thought things like “If they’re White and Blonde, they’re obviously going to be smarter!”, and acted accordingly.
In the world of Idiocracy, it wasn’t a matter of choices being imposed on the breeding population by some evil or misguided authority. Their choices were individual, and it was social and economic pressures that drove the more intelligent to reduce their breeding, and the less intelligent to increase it. Unless you believe that intelligence has absolutely no genetic component, in such a world, the changes shown are entirely possible.
The difference between this and eugenics is that eugenics is INTENDED ACTIONS to get to a specific result; the world of Idiocracy was random events.
Well, yes, which is why I don’t like the “If you think Idiocracy is possible, you’re a eugenicist!” argument. That was my point.
Not actually random, though. Smarter people delayed their families for practical/personal reasons, while lower-intellect people just bred like rabbits, leading to an increase in less intelligent people. Education, in its way, made the country stupider.
The reality is almost certainly more complex. The evidence that smart is genetic is lacking, human intelligence is not on a linear scale, and the things that spur intellectual growth are at least partly, if not mostly, environmental (living in a den of idiots may supress ones mental growth or it may drive the child to seek a better place).
And, of course, selective breeding trends into monoculture, which ultimately leads to a more vulnerable populace.
I don’t think that’s true for humans. Many people find outgroup individuals more attractive.
Idiocracy, like all science fiction, wasn’t about the future. It was set in the future, but it was about the present. People are stupid right now.
