Evidently it was an amendment to the NDAA to prevent the DoD from promoting diversity initiatives. It barely passed and is DOA in the Senate along with the rest of the usual culture war crap.

I think the striking the words, as opposed to amending them as he would have preferred, carries some sense of censure. The “striking” is a matter of record. There’s no unringing the bell in any event, I don’t think.
Yes, striking the words if I recall my procedure lessons is based on that the intemperate words are an offense against the House itself so we-the-collective rather not be seen as abiding them.

I have heard more than one recent veteran bitch loud and long about the new requirements of the kinder, gentler, less personally aggressive US military. No more abusing your underlings, no more shouting, no cursing, and no threatening to beat them to a pulp for minor infractions. No more bad names or belittling terminolgy. No aggressive hand gestures.
Something is definitely lost with the change, but I’m not sure that something is actual combat capability.
