Step 3 is going nuclear, taking the whole question of sin to the congregation, focusing the prayerful power of the faithful, like the magnifying glass of the church focusing the rays of Grace on the sinful ant which bursts and shrivels in the flames of repentance.
Then, and only then, are secular authorities to be brought in. Because “Law officers are the ministers of God.”

How about the scenario they have with “Jason” an older brother who’s home is infiltrated by social workers proving Jason is a sexual abuser of his younger sisters. What was the problem? Jason discuses this in writing that his younger sisters would come out of their bath naked or with just a towel. “Modesty was a factor.
