I can see this as the plot to a screwball comedy - dumb locals start following covert infiltration team, get mistaken as part of the same exercise, accidentally get deployed behind enemy lines.

These kinds of unintentional re-uses of similar logos are actually pretty common. When somebody finds a visually striking symbol, they don’t often go checking to see if anyone else has used it.
Several decades ago NC wanted a new logo to replace “the snake”,
and they paid a firm to come up with a new one. They got a stylized capital “N” made of two trapezoids, one red and one blue.
Unfortunately, that logo was already used by Nebraska Educational Telecommunications, albeit in a different color:
