Looks like what happened, maybe, is they were clicking on the various states to select them, to set their colors, with no intention to move any states around. But when somebody clicked on those states, somebody accidentally bumped the mouse and dragged the states around, and didn’t notice.
The displaced states are fitted together too well. I think it was noticed and no one knew where they went.
