It depends on the state but any state laws have to be constitutional for the state as well as the country.
Some states have it written into their constitution that they have to fund education properly and a handful of Republican governors wound up having their draconian education cuts ruled unconstitutional by state courts.
I have no idea if this allegation is truthful. I can’t say it’s out of the realm of possibility. On the other hand, it’s pretty thin sourcing. So, I dunno. Not worth starting a new thread over, doesn’t seem to fit anywhere else, here it is.

On Thursday, Ali Shamkhani, the secretary of Iran’s Supreme National Security Council, alleged that unnamed Republicans tried to get Iran to slow-walk the negotiations over the recent prisoner swap, and to delay the release until the eve of the US Presidential election. I’m not sure why Iran would be interested in that at all. “Hey Iran - wait until after the election. That way, you’re more likely to have a Republican administration, which you totes want, because all the Republican candidates LUHRV Iran so muches!”
Unless I’m missing something, it doesn’t pass the smell test.
Well, possibly. But the US also had something Iran wanted - weapons. Here in Obama world, a Republican faction in congress is sending letters to Iran that the US will probably just trash whatever is agreed to with the next administration. Doesn’t give the Republicans a lot to negotiate with.
