How does one keep somebody else’s accidental leak under wraps?
By not crowing about it in the media, for starters. If we could have gotten to primary season before the Pubbies noticed what they had done, Texas Democrats might have been able to neutralize GOP stragety for a good long time. By blurting out that they had the playbook, they handed the Republicans the opportunity to write a new one with little time lost.
And, yes, I DO know how to spell “strategy.” I just happen to like the Bugs Bunny-ism.

Kentucky GOP moves to strip Democratic governor of his authority, accelerating trend of power grabs
GOP leaders in the Kentucky legislature are pushing a bill that would effectively remove Democratic Gov.-elect Andy Beshear’s control over the state’s Department of Transportation, the latest move in an accelerating trend of Republicans stripping power from Democratic governors before they can take office.
The legislation would limit the governor to nominating a transportation secretary from a list chosen by a new a board whose nine members would be selected by the Kentucky Chamber of Commerce and local government associations, with those members subject to a veto by the Republican-run legislature. Lawmakers would also have veto power over Beshear’s nominee, making this the only cabinet position in the state requiring Senate confirmation.
This bill would therefore hand over control of a key government post to moneyed corporate interests, and with Republicans firmly in charge of the legislature, it can become law even if Beshear were to veto it. Only intervention by the courts could stop it.

It also follows similar lame-duck maneuvers by Republican legislators in Michigan and Wisconsin in 2018 and North Carolina in 2016—all of which came only after the GOP lost elections for governor in each state. These schemes amount to a refusal on the part of Republicans to acknowledge that Democrats are a legitimate opposition party entitled to govern when they win elections.

I see what your saying, but I don’t think it applies in this case. It isn’t like these are the secret plans for the attack on Midway where Democrats can use this knowledge to plan a trap for the Republican Navy.
The best counter to Republicans dirty tricks is to expose them to the harsh light of day and reveal to the public at large what giant slime balls they are. The other big take away is that behind closed doors, even the Republican party realizes that Trump is a net negative. This is a PR boon for the Dems but only if they publicize it.

Last year, the Trump administration ripped apart thousands of immigrant families despite knowing it did not have a tracking system in place that would ensure they could be reunited, according to a new report from the inspector general of the Department of Health and Human Services.
As a result, the public will likely never know how many immigrant children have been separated from their parents.
The Trump administration was prepared to separate more than 26,000 children from their families between May and September 2018 under a zero tolerance policy for unauthorized border crossing, according to the inspector general report released on Wednesday. But in spite of the plan for mass separations ― ultimately blocked in court in June 2018 ― the government didn’t have the technology to track family separations.
The estimate that roughly 3,000 children were taken from their parents between May and June 2018 is undoubtedly lower than the true number.
