As far as I know, if the car never left your own yard then there is no offense. If he lost control on the road and hit a mailbox, even your own, you can technically get cited. More to the point, as far as I know every state has a provision that states something along the lines of any traffic code can be enforced on any road, public or private, if the general public has access to it. If it’s gated traffic laws don’t apply. That isn’t to say other laws don’t apply though. If you were drag racing in your back yard, lost control and took out a crowd of your friends you can still be charged with reckless endangerment and such.
What’s also missing here is the fact that Tiger’s refusal to meet with/discuss the incident with law enforcement made them look foolish. So that’s part, I’m sure, of the smacking he received from the FHP.

Now for Bricker-esque rhetorical question time: You are driving erratically in a mall parking lot, which is privately owned by the mall. You nearly hit another driver and smack into a light pole. Can you be cited for a traffic violation?
If the hydrant is public property it makes sense he’d get a ticket for hitting it.

We had a thread on this a while back, and I thought we came to the conclusion that in a mall scenario, yes you can be cited because while it is private property, it is open to the general public.
In this case, the road is a private access road, only open to residents of the community and their invited visitors. If you or I tried to drive there, we would be turned away. That would lead me to think that it is a private road, and that state public highways laws wouldn’t apply.
Why would their invited visitors be exempt from traffic laws? Suppose someone commits vehicular manslaughter? No charges would be filed?
Do you seriously think that the Florida Highway Patrol would issue a citation if it had no jurisdiction?
And it may well be the case that the mall has invited the local cops to exert jurisdiction.

I am a bit surprised that it has taken this long to come to light, because as you say, the women who have come forward so far all look like they enjoy the noteriety, in other words “psychotic fame whores”
