Several ways, **Beckdawrek **suggested this in another thread: Go to picresize.com It gives you an option for custom sizing.
Or use the built in Windows tool Paint.exe and you can resize. Click on the resize tool and select Pixels instead of Percentage. Save as a new name, preferable a .jpg or .png then upload.
Picresize.com will walk you right through. Don’t overthink it. Just follow the instructions. Easy, peasy.
My computer won’t go that small with any of my pictures. shrug. Just shut your eyes and imagine something.

That reminded me, in the previous State Fair a lot of the plush toys prices at the carnival area were of that crappy emoji. Some of them giant ones. (I have seen that many kids do like it, perhaps because it annoys parents :))
I commented that the prices at the carnival are sometimes crappy, but now they are shit.
